This session will examine trends in state credit rating moves, economic and financial drivers, debt and pension medians, and the outlook for credit after COVID-19.


Stress Testing State Budgets
Dan White, Director of Government Consulting and Fiscal Policy Research, Moody’s Analytics

This session will provide an overview of state stress tests recently completed by Moody’s Analytics and discuss their fiscal and policy implications. This research estimates the fiscal shock (revenue declines and spending increases) facing state budgets in the wake of COVID-19, examines state reserve levels, and projects budget gaps based on these findings.

This session will begin with an overview of federal funding provided to states/territories in response to the coronavirus. State speakers will then discuss uses of federal assistance to states and other issues related to federal actions.

Tom Betlach, former Director, Arizona Health Care Cost Containment System and former Arizona State Budget Director

Increased Medicaid enrollment and costs as a result of COVID-19 and the resulting economic impact are at the forefront of state concerns.  We will hear about current trends in Medicaid and how states are addressing these challenges.
