Enacted Budget – Fiscal Year 2027
On April 15, Oklahoma Governor Kevin Stitt signed the signed the state’s fiscal 2027 budget bill. The total budget, which includes the general appropriations bill and other smaller bills, authorizes $12.82 billion in spending, an increase of $192 million, or 1.5 percent from fiscal 2026. Certified general fund revenue expenditures total $8.2 billion, which is a 5.4 percent increase from fiscal 2026. Total revenues for fiscal 2025 are projected at $12.63 billion, a decrease of $35 million, or 0.27 percent from fiscal 2026.
The fiscal 2027 budget builds on fiscal restraint, protects state savings, and invests in education. The budget creates an Oklahoma Taxpayer Endowment Fund that will set aside funds from state savings and create a permanent investment fund. The budget invests in education by providing funds to raise the minimum teacher pay scale at all levels and for initiatives to strengthen early literacy and ensure students build a solid foundation in math. It invests in health and human services by providing funds for increased Medicaid utilization and to support changes to the SNAP program.
