J.H. Rester Southern Region Award
The purpose of this award
is to recognize state budget personnel for outstanding contributions
to public budgeting and management in state government.
Any associate member of NASBO who has
made an exceptional contribution to state budgeting and management in
the particular region is eligible for the award. Associate members are
typically analysts or supervisory analysts. Eligibility also includes
a section, team, or group from a particular budget department. The awards
are named after the first president of NASBO from each of the regions.
NASBO has awarded the John E. Burton award since 1979 to an outstanding
associate member in the Eastern Region. In 2004, NASBO established awards
in the Southern, Midwestern, and Western regions that are modeled after
the Burton award.

Kentucky Governor's Office for Policy and Management
Ms. Hancock was recognized for her professionalism, enthusiasm, and
commitment to public service to the Commonwealth of Kentucky as Senior
Policy and Budget Analyst in the Governor’s Office for Policy
and Management.
2004
Laura Hilden, Supervising Budget Examiner,
Maryland Department of Budget and Management
Ms. Hilden was recognized for her excellent contribution in the field
of budget analysis in Maryland’s Department of Natural Resources.
