Overview
The Department of Finance is responsible for safeguarding the fiscal integrity of the City of Baltimore
through the development and implementation of sound financial policies and practices. Within the
Department are five bureaus ‐ Revenue Collection, Budget and Management Research, Accounting and
Payroll Services, Purchases, Treasury Management – and the Office of Risk Management. The position is
under the Bureau of the Budget and Management Research (BBMR).

The Bureau of the Budget and Management Research’s main function is to formulate the City's annual
operating budget and oversee budget revenues and expenditures. BBMR transitioned the City to an
innovative, performance‐based budgeting process called Outcome Budgeting recently and implements the
annual Baltimore Citizen Survey. The Management Research function of BBMR aims to improve the quality
and cost‐effectiveness of public services by providing high‐quality analysis and research for a variety of
management, programmatic and fiscal issues.

Roles and Responsibilities
The Bureau of the Budget and Management Research of the Department of Finance is currently seeking a
Management Research Analyst to perform performance analysis and fiscal research of City agencies,
develop and support lean government initiatives, and coordinate comprehensive updates to the Baltimore
City Administrative Manual.

  • Conduct management research studies by assessing the operational and fiscal performance of City agencies, including their cost‐efficiency and effectiveness based on best practices and benchmarking criteria.
  • Prepare and present management research reports and recommendations to senior City leadership and municipal officials.
  • Develop and support lean government initiatives by driving improved process effectiveness to help embed a customer‐focus culture of continuous improvement in City government.
  • Coordinate and publish online comprehensive updates to the administrative policies in the Baltimore City Administrative Manual.
  • Facilitate comprehensive updates to the personnel policies in the Baltimore City Administrative Manual by working closely with the Department of Human Resources.
  • Conduct studies of citywide operations to improve existing Administrative Manual policies and procedures and instruct agencies in implementing new Administrative Manual regulations.

Qualifications and Eligibility

  • Bachelor's degree required.  Master’s Degree desirable.
  • A minimum of two years of experience. A Master’s Degree may be substituted for one year of the experience requirement.
  • A strong professional interest in public finance, city government, policy and data analysis, and identifying ways to make City services more efficient and effective.
  • Field or relevant experience in fiscal research; previous experience in writing and publishing fiscal or management research reports a plus.
  • Proven analytical ability including strong quantitative skills, excellent writing ability and public presentation skills.
  • Exceptional attention to detail.
