Job Description:
•Oversee the design, development, planning and implementation of new projects and ongoing initiatives that will fundamentally change how HCBS are purchased and funded (i.e., Disability Waiver Rate System), to achieve administration, division, and DHS goals.
•Supervise staff to facilitate effective and efficient operations and outcomes.
•As a member of the DSD leadership team, define and manage the division's strategic plan and direction, overall work priorities, operations, staffing and other resources.
Required Qualifications:
•Bachelor's degree in Public Administration, Psychology, Social Work, Education, Public Health, or other related field.
•At least three years of professional experience that demonstrates:
Knowledge of Minnesota’s health and continuing care programs, systems, financing, coverage and administrative operations; related state programs/supports and federal programs (e.g., Medicare, Medicaid), regulations and reporting requirements.
Knowledge of Minnesota’s legislative process; Minnesota state waivers, financing, purchasing structure, and the county waiver budget allocation system.
Experience supervising staff to facilitate effective and efficient operations and assure that work outcomes are consistent with section, division and agency goals.
Experience with planning, project management, analysis and knowledge of principles of grant/contract management, public administration, policy analysis, and stakeholder engagement.
Ability to plan, manage and facilitate meetings; elicit opinions, ideas and concerns, and identify issues to facilitate consensus among a variety of stakeholders, interest groups and constituents.
