Serves as the Department of Health and Human Services director of budget, planning and policy development. Administers and directs budget development and financial forecasting for the purpose of strategic planning, process improvement leveraging technology, organizational management, data-driven decision making and accountability in performance management. The Department administers a $6 billion budget.

Medicaid is a grant-in-aid program authorized by Title XIX of the Social Security Act where the federal and state governments share the cost of providing medical care for needy persons who have low income. The Department headquarters is located in Columbia, South Carolina and operate local offices throughout the forty-six counties in the state.

JOB DESCRIPTION:

  • Directs the Department’s comprehensive budget process and all related fiscal activities including budget preparation and the annual financial statement for the Department; Provides strategic direction, problem resolution, forecasting, review, installation, monitoring, reconciliation and analysis of the operating budget of the State Medicaid program and ensures it is aligned with the overall goals and objectives of the Department.
  • Develops and delivers presentations and reports on planning and budgeting. Works closely with executive leadership to establish revenue and expense projections and monitors adherence to operating budget targets. Directs and manages budget cost studies and analyses of budget information to respond to external queries and provide critical management information to senior decision-makers.
  • Collaborates with the Department’s actuaries in predictive spending model analysis. Forecasts expenditures and provides statistical analysis relevant to long term budget planning & goals. Monitors the Medicaid forecasting measures. Utilizes financial economics techniques to recommend resource deployment to executive management. Manages a formal Department-wide process to solicit and review the current and projected needs of all program/administrative units.
  • Evaluates defined priorities to clarify/reconcile programmatic objectives and scope with executive leadership and program directors to ensure Department alignment. Coordinates all fee for service rate schedules and models providing support services on special projects. Applies all Department policies, procedures and legal requirements relevant to competently fulfilling the requirements specific to the position; and ensures compliance with existing State of South Carolina provisos.
  • Monitors revenues and expenditures during the fiscal year and coordinates budgeting activities during fiscal year end closing. Monitors the development and reporting of key performance indicators for the Department. Establishes a consistent allotment system to monitor the flow of expenditures for the Department. Develops policies and procedures for effective cost allocations. Monitors, updates and communicates budget adjustments as needed during the course of the annual legislative budget cycle. Ensures adherence to budgets.

REQUIREMENTS OR QUALIFICATIONS: A master's degree in Business Administration, Public Administration, Finance, Accounting, Economics or a directly related field and ten (10) years of progressively responsible executive level leadership, management or quantitative method experience in a finance related area or a bachelor’s degree and eleven (11) years of progressively responsible executive level leadership, management or quantitative method experience in a finance related area. All degrees must be from a college or higher education institution recognized by the U.S. Department of Education & Council for Higher Education Accreditation (CHEA).
