Responsible for the overall planning, developing, managing and oversight of the Office of the Controller for South Carolina Medicaid. Manages a comprehensive financial program to include fiscal operations, financial accounting, cash management, grants management, reimbursements & supplemental payments, fiscal policy and financial reporting to create increased accountability and transparency for the Department, which administers a $6 billion budget.

The Department headquarters is located in Columbia, South Carolina and operate local offices throughout the forty-six counties in the state.
JOB DESCRIPTION:
- Plans, directs and coordinates complex fiscal operations and financial accounting functions in accordance with Generally Accepted Accounting Principles. Makes decisions that represent the best interest of the Department. Consults daily with executive management and makes financial recommendations.
- Serves as representative of the Department when presenting financial information before state and federal agencies, federal and state legislative staff, and provider organizations.
- Supervises, coaches and consults with managerial staff at all levels of the Department. Directs managerial staff in administering policies and procedures, achieving objectives and accomplishing goals and priorities in accordance with the Department’s strategic plan.
- Develops accounting systems and procedures for recording revenues and expenditures to improve Departmental efficiency; directs the maintenance of accounting records concerning appropriations or other revenues, payroll expenses, materials purchases, travel expenses, contracting costs, grants, and other financial transactions.
- Analyzes, interprets data and establishes necessary internal fiscal controls to ensure appropriate accountability for revenues and expenditures. Directs the preparation and interpretation of all financial statements and reports for the Office of the Controller.
- Oversees record and data integrity and ensures Departmental compliance in all financial audits and financial reviews. Establishes and maintains cash controls and reconciling of general ledgers and bank statements.
- Assists the Director of Planning and Budget in preparing the annual budget and also the annual audit. Reviews and/or prepares schedules, financial reports, adjustments and closing entries. Upon request, assists external audit firms to make corrections, reviews findings and develops responses and corrective actions to be taken by the Department. Overnight travel, weekend work and over time will be required.
REQUIREMENTS OR QUALIFICATIONS: A master's degree in Business Administration, Public Administration, Finance, Accounting, Economics or a directly related field and ten years (10) years of progressively responsible executive level leadership, management or quantitative method experience in a finance related area or a bachelor’s degree and eleven (11) years of progressively responsible executive level leadership, management or quantitative method experience in a finance related area. All degrees must be from a college or higher education institution recognized by the U.S. Department of Education & Council for Higher Education Accreditation (CHEA). Certified Public Accountant preferred.
