This Week on the Hill




 

With Congress looking to adjourn by the end of the week, both chambers are expected to focus on approving both the remainder of FY 2012 appropriations and a bill to extend the current payroll tax deduction that may also include provisions to undo a scheduled cut in Medicare physician reimbursement rates and the extension of federal unemployment benefits. Although several issues remain unresolved, appropriators remain optimistic that an agreement will be reached early this week (see below). Additionally, House and Senate leadership are expected to continue negotiations on legislation to extend the payroll tax holiday, which expires at the end of this year (see below). 

The House is also set to consider several smaller measures, including a bill on pipeline safety (H.R. 2845). The Senate plans to take up three ambassadorial nominations and may also consider a balanced budget amendment to the U.S. Constitution. The vote is required based on language contained in the Budget Control Act passed in August, although the amendment is not expected to pass.
