Last week, the National Governors Association (NGA) released a set of principles that should guide federal tax reform efforts from the perspective of the nation’s governors. The document was the product of NGA’s Tax Reform Task Force, which set out earlier this year to develop concrete principles that are consistent with the interconnected interests of states and the federal government. The principles stress the importance of state sovereignty over their tax and revenue systems and the preservation of public financing, especially through tax-exempt municipal bonds. In addition, the document asserts that federal tax changes should not just shift costs to states or impose unfunded mandates. It also claims that federal tax reform should promote greater simplicity, certainty, economic growth and flexibility for states.
