Yesterday, March 5, the Department of Housing and Urban Development (HUD) published a notice regarding the initial allocation of $5.4 billion of Community Development Block Grant disaster recovery (CDBG-DR) funds to assist recovery in the major disaster areas most impacted by Hurricane Sandy. The Disaster Relief Appropriations Act of 2013 makes available $16 billion for expenses related to disaster relief, long-term recovery, restoration of infrastructure and housing and economic revitalization due to Hurricane Sandy and other eligible events in calendar years 2011, 2012 and 2013. This notice allocates $1.82 billion to New Jersey, $1.71 billion to New York State, $71.82 million to Connecticut, $3.24 million to Rhode Island, and $8.64 million to Maryland, in addition to $1.77 billion to New York City. These funds are based on unmet housing and economic revitalization needs, but not on infrastructure restoration needs, which will be covered in a second allocation of funds. The notice also describes waivers and requirements, the grant award process, criteria for plan approval and eligible disaster recovery activities. A forthcoming allocation will address other qualifying disasters that occurred in 2011 or 2012. The notice is effective March 11, 2013.
