HHS Announces Proposed Rule on Medicaid, CHIP and Health Exchanges




On January 14, the U.S. Department of Health and Human Services (HHS) released a proposed rule regarding Medicaid, the Children’s Health Insurance Program (CHIP) and Affordable Insurance Exchanges (also referred to as Health Insurance Marketplaces) and the implementation of the Affordable Care Act. The proposed rule presents options for coordinating eligibility notices and appeals among Medicaid, CHIP and Exchanges and proposes modifications to existing benchmark options for low-income adults. It also codifies statutory eligibility provisions and several of the provisions included in the Children’s Health Insurance Program Reauthorization Act (CHIPRA). The rule also proposes to revise and simplify policies regarding Medicaid premiums and cost-sharing requirements. The proposed rule is scheduled to be published in the Federal Register on January 22, 2013.
