The Department of Education recently issued guidance to states regarding the maintenance of effort requirements and waiver request process under the College Access Challenge Grant (CACG) program. The guidance describes how to calculate the state’s maintenance of effort under the Higher Education Act (HEA) and whether states can use State Fiscal Stabilization Funds (SFSF) in their calculations of state financial support for higher education. The guidance also explains the process for requesting a waiver of the MOE requirements and how the Department will determine whether to approve a waiver request. Waiver requests are due on or before May 15 of the year under consideration, but states are encouraged to submit requests as early as possible.
