Council of Governors co-chairs, Iowa Governor Terry Branstad and Maryland Governor Martin O’Malley, sent a letter last week to Deputy Secretary of Defense Ashton Carter to officially signify governors’ approval of the State-Federal Consultative Process for Programming and Budgetary Proposals Affecting the National Guard. The letter is a result of a Council meeting last month, during which the Council finalized the consultative process document. The consultative process will help ensure governors’ priorities are better incorporated into the Department of Defense budget process in future years.
