The Congressional Budget Office (CBO) recently released its latest forecast of the Highway Trust Fund (HTF) highway and transit accounts through fiscal year 2023. Under CBO’s baseline projections, both accounts will have insufficient revenues to meet all obligations beginning in fiscal year 2015 without changes to current law.
