This interactive workshop will challenge analysts to ask the right questions, assess risks and barriers and determine the likelihood of failure as budget decisions are made. Participants will identify the different stakeholders and their interests, discuss how to best present information to decision-makers, and determine how their leadership impacts each decision. During this two-part sessions, analysts will examine their own experiences as a method for refining their decision-making processes.

ANALYZING BUDGET REQUESTS: INTRODUCTION & FIRST CASE STUDY

Participants will examine techniques used in analyzing budget requests such as determining need, looking at spending trends, seeking alternatives, challenging the base using performance measures, and comparing to national standards and trends. Case studies will be utilized to provide a practical demonstration of these techniques.

This is an opportunity for participants to interact with budget analysts with differing levels of experience about issues and concerns specific to the role of a budget analyst. Discussion will focus on adapting to the job, avoiding common pitfalls, building credibility as an analyst, and other pertinent issues as suggested by participants. Please come prepared with questions as participants will be called upon during this session.

DISCUSSION OF POLICY ISSUES BY PROGRAM AREA

Participants will meet in groups to network and discuss issues specific to their program areas and agencies.
