NASBO publishes occasional reports on key state fiscal issues and processes, at critical junctures in economic situations and policy development.
Analyzes the significance of the growing state health spending in the context of how personal healthcare services are provided.
Budget Processes in the States highlights key budget issues, demonstrating the diversity in state budgeting practices. The budget process is the arena in which a state determines public priorities by allocating financial resources among competing claims. The report chapters are organized around particular topical areas: the budget cycle, budget requirements, budgeting tools, the budget document, and monitoring the budget. Data for this report were collected from the fifty states during fiscal 2008.
Through surveys, analysis, and consultation with experts, NASBO provides important original research to state budget decision makers and staff. Our publications are available for purchase at reasonable costs or to download at no cost.

For over 60 years, the National Association of State Budget Officers (NASBO) has been the professional membership organization for state budget and finance officers. As the chief financial advisors to our nation’s governors, NASBO members are influential decision makers in state government. They guide their states in analysis of budget options and formation of sound public policy.
This September, state officials are again facing an uncertain fiscal future. There are concerns about the economy and whether state revenues will meet expectations. This is noticeably different than the cautious optimism exhibited this spring when revenue collections were improving and, despite tough budget choices resulting from the end of the Recovery Act funds, state finances were at least beginning to head in the right direction.
