John E. Burton Eastern Region Award
The purpose of this award
is to recognize state budget personnel for outstanding contributions
to public budgeting and management in state government.
Any associate member of NASBO who has
made an exceptional contribution to state budgeting and management in
the particular region is eligible for the award. Associate members are
typically analysts or supervisory analysts. Eligibility also includes
a section, team, or group from a particular budget department. The awards
are named after the first president of NASBO from each of the regions.
NASBO has awarded the John E. Burton award since 1979 to an outstanding
associate member in the Eastern Region. In 2004, NASBO established awards
in the Southern, Midwestern, and Western regions that are modeled after
the Burton award.

Alisa Timoney,

Ms. Timoney was recognized for her exceptional contribution to Governor
Eliot Spitzer's education reform proposal in the FY 2007-08 Executive
Budget.

N. Deborah Winslow,
Chief Budget Examiner, New York Division of the Budget
Ms. Winslow was recognized for her outstanding performance in enhancing
the quality of services for New York State's most vulnerable populations
while consistently protecting state finances and delivering savings
for the state taxpayers.

David English, Director of Strategic Analysis,
New York Division of the Budget
Mr. English was recognized for excellence in analyzing complex
intergovernmental funding and program issues, combined with exceptional
ability to present the results of such analysis in an objective, comprehensive
and compelling manner.
2004
Edward Ingoldsby, Assistant Chief Budget Examiner,
New York State Division of the Budget
Mr. Ingoldsby was recognized for his outstanding contribution and creativity
in New York State’s financing of health, social services, and
education services. Mr. Ingoldsby’s many successes have included
drafting the state’s first prescription drug program, improving
welfare caseload budgeting, and school aid reform.

Charles Foster, Chief Budget Examiner, New York
State Division of the Budget
Mr. Foster was recognized for his outstanding contribution to education
finance and policy and has played a central role in shaping education
policy and program funding decisions over the pat two decades in New
York.

Dawna Lopatosky, Senior Budget Analyst, Maine Department
of Administration and Financial Services
Ms. Lopatosky was recognized for her contribution to budget processes
and systems and for her leadership in the implementation of Maine’s
budget and financial management system.
2001
Dennis Norton, Chief Budget Examiner, New York
State Division of the Budget
Mr. Norton was recognized for his work in health care. Mr. Norton’s
accomplishments have included his work on innovative health care programs
and he is recognized as an expert in health care financing.
2000
Richard Dreher, Assistant Director, Pennsylvania
Office of the Budget
Mr. Dreher was recognized for his financial and program analysis most
particularly in the areas of economic development, environmental protection,
and capital redevelopment assistance that have significantly contributed
to the Commonwealth’s mission and goals.

George Welly, Supervising Budget Analyst, Rhode
Island Department of Administration, Budget Office
Mr. Welly was recognized for his contribution to the State of Rhode
Island over years of valuable contribution. .
1998
Lee Vaughan, Chief Budget Examiner, New York State
Division of the Budget
Mr. Vaughan was recognized for his work in fiscal policy, including
the introduction of the use of econometric analysis of state economies
and pioneered the use of simulation modeling on policy analysis.
1997
Carole Stone, Deputy Director, New York State Division
of the Budget
Ms. Stone was recognized for her work in criminal justice. Ms. Stone’s
distinguished herself as a leader and innovator in the development and
implementation of programs and initiatives which saved the State hundreds
of millions of dollars while maintaining community safety.

Robert Peden, Manager, New Jersey Office of Management
and Budget
Mr. Peden was recognized for his dedication in the research, analysis
and presentation of cost savings ideas in human services which contributed
significantly to balancing the New Jersey’s budget.

Mr. Gilbert was recognized for his contribution to the State of New
