Robert M. Armstrong Midwest Region Award
The
purpose of this award is to recognize state budget personnel for outstanding
contributions to public budgeting and management in state government.
Any associate member of NASBO who
has made an exceptional contribution to state budgeting and management
in the particular region is eligible for the award. Associate members
are typically analysts or supervisory analysts. Eligibility also includes
a section, team, or group from a particular budget department. The awards
are named after the first president of NASBO from each of the regions.
NASBO has awarded the John E. Burton award since 1979 to an outstanding
associate member in the Eastern Region. In 2004, NASBO established awards
in the Southern, Midwestern, and Western regions that are modeled after
the Burton award.

Carol Kraus,
Associate Director for Revenue, Illinois Governor's Office of Management
and Budget
Ms. Kraus was recognized for the development of Budget to Actual
Variance Reports and implementation of efficiency models, resulting
in greater fiscal discipline and increased controls in spending statewide.
2005
Celeste Kubasta, Chief Budget Analyst, North Dakota
Office of Management and Budget
Ms. Kubasta was recognized for her outstanding and dedicated service
to state management and budgeting including developing a more equitable
foundation aid formula for K-12 education, accountability measures for
the North Dakota University System, and enhancement of the state’s
electronic budgeting system.
2004
Hugh Ceasar, Fiscal Policy Analyst, Iowa Department
of Management
Mr. Ceasar was recognized for his management of multiple state
agencies and his implementation of two budgeting systems that fundamentally
defined and operationalized how the state does business.
