National Awards for State Budgeting Highlight Dedicated Service and Accomplishments

NATIONAL AWARDS FOR STATE BUDGETING HIGHLIGHT DEDICATED SERVICE AND ACCOMPLISHMENTS

Maryland Budget Officer and New York Budget Examiner Honored

WASHINGTON, DC: The National Association of State Budget Officers (NASBO) is pleased to announce the recipients of the association’s 2012 national awards. NASBO’s Executive Committee congratulates this year’s recipients and commends state budget office staff from around the country for their continued dedication to sound fiscal management.

The Gloria Timmer Award is the most significant award and highest honor bestowed upon budget officers by NASBO. This is the twelfth year in which NASBO will present the Gloria Timmer Award to a member in recognition of Gloria’s significant dedication, special contributions and valuable service. The 2012 Gloria Timmer award recipient is David Treasure, Executive Director of the Office of Budget Analysis in the Maryland Department of Budget & Management. 

David Treasure was recognized for his dedication of nearly forty years to state service and his consistent sound fiscal judgment, extensive knowledge of Maryland state government, a commitment to best practices in government budgeting, and his unquestionable integrity.   Mr. Treasure also has implemented strategic performance–based budgeting in addition to his many other accomplishments. NASBO is grateful for Mr. Treasure’s contributions and his service for many years on the NASBO Executive Committee.

The George A. Bell Award is presented to an individual whose contributions and service best exemplify the ideals of sound budgeting and management in state government for which NASBO’s first President, George Bell is remembered. The 2012 George A. Bell recipient is Dominic Colafati, Chief Budget Examiner, New York Division of the Budget. 

Dominic Colafati was recognized for his outstanding contributions and service to public budgeting and management not only in New York State but also in service to NASBO. Mr. Colafati’s accomplishments include his astute guidance of the State Financial Plan through the recent financial crisis as well as his dedication serving as NASBO’s representative to the Governmental Accounting Standards Advisory Council (GASAC). 

These awards along with regional awards for analyst achievements and an administrative professional service award will be presented in July at NASBO’s 2012 Annual Meeting.
