State Expenditure Report

This annual report examines spending in the functional areas of state budgets: elementary and secondary education, higher education, public assistance, Medicaid, corrections, transportation, and all other. It also includes data on the State Children’s Health Insurance Program and on revenue sources in state general funds.

    The national recession that began in December 2007 created mixed outcomes for state expenditures in fiscal 2008 and fiscal 2009. The “Great Recession”—as some are terming it—has created unique and in some ways unprecedented fiscal situations for states. Some states experienced revenue declines as early as late 2007 as a result of the collapse of the housing market. Others did not experience severe fiscal challenges until after the financial sector crisis occurred in the fall of 2008. The numbers in this report reflect the fiscal experience of states during this unusual economic period. Given the varying times states entered recession, this year’s report may not demonstrate the full extent of the exceptionally severe fiscal situation for states. In addition, the large increase in federal funds for states from the American Recovery and Reinvestment Act of 2009 (ARRA) have had a major impact on states and these additional funds are reflected in the large percentage growth increase of federal funds in fiscal 2009. This edition of the report includes data from actual fiscal 2007, actual fiscal 2008, and estimated fiscal 2009.
